RFP – Employee Benefits Brokerage and Consulting Services
Columbia Housing Authority (CHA) is seeking proposals from qualified employee benefits brokerage and consulting firms capable of providing comprehensive brokerage, consulting, employee support, and administrative services in support of CHA’s employee benefits program. Please read the scope of services in the Request for Proposal (RFP) for a more detailed description.
Register as Participant by submitting a very brief “Letter of Intent” to Nathan Hoemann via mail, e-mail, or fax stating:
- An interest in submitting a proposal and receiving all RFP updates and modifications,
- The name, title, role in this process, and contact information for all persons who you wish to receive RFP updates and modifications (addenda),
- That you are requesting an RFP packet (if applicable),
- The last date and time to submit questions/explanations (Sunday, June 21, 2026 @ 11:59pm CDT),

Director of Affordable Housing Development
Lead the Future of Affordable Housing in Columbia
The Columbia Housing Authority is seeking a strategic and collaborative leader to serve as its next Director of Affordable Housing Development.
This position is ideal for a professional who enjoys managing complex projects, building partnerships, and coordinating efforts among diverse stakeholders. Working closely with the CEO and leadership team, the Director will help advance affordable housing initiatives involving public funding, redevelopment, community partnerships, and long-term strategic planning
The ideal candidate is a strong communicator, skilled project manager, and thoughtful problem-solver who can balance big-picture thinking with effective execution.
Candidates with experience in project management, grant administration, community development, public administration, finance, planning, affordable housing, or related fields are encouraged to apply.
Pay Range: $58,240 – $90,000 annually, plus excellent fringe benefits package

Housing Intake Coordinator
- Pay Range: D, $18.00 – $26.00 per hour, plus excellent fringe benefits
- Provides assistance to individuals applying for affordable housing assistance, maintains waiting lists, and coordinates monthly applicant orientation meetings.
- Will review applications and determine eligibility of applicants under CHA’s Administrative Plan, including initial determination of family composition, income eligibility, and the qualification for any preferences.
