What is the Family Self-Sufficiency Program?

Overview & Purpose

FSS is a voluntary program offered to CHA Residents to help them become self-sufficient. Through offering employment resources, establishing savings (escrow) accounts, and coaching participants to achieve their goals, FSS is designed to help you invest in yourself.

Key Elements of FSS

Contract of Participation

The FSS contract outlines the goals you want to accomplish, and the steps needed to reach them. The FSS contract is set for a five-year term, with goals and graduation date being flexible.

Case Management & Coaching

Your FSS Coordinator will help you identify resources and programs that will help you reach your FSS contract’s goals. They will be your coach, guide, and advocate.

Your FSS Coordinator will:

  • Meet with you to review and sign your Family Self-Sufficiency contract Develop an individual training and service plan.
  • Connect you with the appropriate resources/services.
  • Help you achieve your goals and fulfill your needs by providing coaching, case management, and accountability.

Escrow Account

When you join FSS an escrow account is opened for you. As the household income increases, a portion of the increased rent will be deposited into an escrow account. Participants have up to five years to save, and upon graduation from FSS receive a check with their escrow account savings.

Graduation Requirements

  • Be employed either full-time or part-time
  • Free from TANF at time of graduation
  • Complete any personal goals outlined in the FSS Contract

Who is Eligible for FSS?

FSS is open to all employable CHA residents including PBV, HCV, and Public Housing.

  • Must be over the age of 18
  • 1 FSS participant per household
